H. S. Sancheti

Co-Founder, Urban Development & Master Planning

H. S. Sancheti brings more than three decades of experience in the Urban Development & Housing system of the Government of Rajasthan. A postgraduate in Regional Planning from IIT Kharagpur, he has served in senior planning roles including Chief Town Planner (National Capital Region) and Director (Town Planning), Jaipur Development Authority, before retiring as Chief Town Planner, Rajasthan. He later continued to contribute in an advisory capacity to the Department of Urban Development & Housing.

A Fellow of the Institute of Town Planners, India, he has played an important role in urban policy and master planning for numerous cities and towns across Rajasthan. His professional exposure includes international study visits to Italy, Switzerland, France, China, and Dubai, enriching his perspective on planning practice and urban systems. He is also the author of Udaipur Urban Vision, a work focused on sustainable development and conservation strategies for the Udaipur urban region.

B. L. Kothari

Infrastructure & Industrial Development

B. L. Kothari is a civil engineer from Malaviya National Institute of Technology, Jaipur, with over 35 years of experience in infrastructure and industrial development in Rajasthan. He retired as Senior Deputy General Manager from RIICO, where he was closely involved in the planning and development of industrial areas across the state, including infrastructure creation, land acquisition, and coordination with government agencies.

His experience extends to SEZs, agro food parks, integrated industrial development centres, and core civil infrastructure such as roads, drainage, and water supply systems. After retirement, he served as Team Leader and Senior Project Engineer for lake conservation projects under the National Lake Conservation Plan, including important works relating to Fatehsagar and Pichola Lakes in Udaipur and Nakki Lake in Mount Abu. He also served as Technical Advisor to UIT/Udaipur Development Authority on infrastructure and environmental matters, including proceedings before the High Court, the National Green Tribunal, and the Supreme Court of India.

G. L. Agarwal

Infrastructure & Project Management

G. L. Agarwal is a civil engineer from MNIT Jaipur with more than 45 years of experience in urban infrastructure development, project management, and contract administration. He has held senior leadership positions including Chief Engineer and Additional Project Director under the Rajasthan Urban Infrastructure Development Project, where he led multidisciplinary teams responsible for planning, procurement, contract management, and implementation across multiple cities.

His experience spans water supply, sewerage, drainage, roads and bridges, solid waste management, urban housing, and heritage infrastructure. He brings strong expertise in multilateral project procedures, including ADB frameworks, FIDIC-based contracts, procurement systems, financing structures, and institutional development. His advisory work has also extended beyond India to assignments in Bhutan and Nepal relating to DPR preparation, master planning, and bid documentation, making him one of the team’s key experts in infrastructure delivery and externally funded projects.

R. K. Pareek

Land Revenue, Urban Laws & Administration

R. K. Pareek is a senior Rajasthan Administrative Service officer with extensive experience in revenue administration, land regulation, and urban governance. He retired as Member, Board of Revenue, Ajmer, one of the state’s highest authorities in revenue matters, after a distinguished career across a range of important administrative assignments.

His earlier roles included Sub-Divisional Officer, Additional Collector in Karauli and Jaipur, Additional Commissioner at Jaipur Development Authority, Joint Secretary in the Urban Development & Housing Department, and Special Assistant to the UDH Minister. He also played an important role in drafting key regulations, including the 2012 rules under Section 90A of the Rajasthan Land Revenue Act, 1956, along with major circulars relating to land conversion. His experience brings exceptional strength to the advisory team in land laws, revenue administration, and urban regulatory processes that often directly affect project implementation in Rajasthan.
